Oswego New York to Norfolk Virginia Civil War draft substitutes 00
From the first paragraph:
"My dear Father,
I found out last night something about recruiting.   They have recruited 206 men in the county only 54 are credited to the city.  I could not find out how many substitutes they had mustered.   Chapel was down here yesterday looking for a substitute he offered Tom Densmore 00.00 for one and he was to gt one this morning but i do not know wheter he got one or not."
I think, but not sure, that the father may be near norfolk va.
