    Description

    This original Civil War cover has no address but does have an 1861 George Washington 3 cent stamp with a VA postmark and an 1863 date.  The design on the left side is a lithographic print of the Arms Of Arkansas by Magee of 316 Chesnut St., Phila.  "Regnant Populi" ~ that is Arkansas' state motto - The People Rule.  Some soiling as evidenced by the scan with scrapbook glue remnants seen on its reverse side.   Thanks for looking at this auction.
